People and Groups
There are several groups involved in managing Plain Action and making sure that it achieves its objectives.
 
The Programme Management Group directs the Programme and is overall responsible.

The Programme Consultative Group is a wide ranging network of people who can join on request and is used as a sounding board.  The Group involves around a hundred people and organisations, receives a newsletter, and is specifically invited to an annual event.

The Programme staff comprise a Manager (Alan Truscott) and Assistant (Lesley Thomas), who under the auspices of Community First undertake all of the administrative and procedural work and support the PMG.  They are usually the first point of contact by people and organisations seeking funding to deliver part of the Programme. The Programme staff and the PMG can call on a body of around ten  technical experts for support in considering applications during their development.  They are consulted individually on a project by project basis and  vary over time.

After full applications are received they are independently assessed by appraisers who are experts in their own fields and receive specific training for this Local Action programme.  They are not otherwise involved in the applications they appraise and several live outside Wiltshire.

As Plain Action is not an  incorporated /legally registered body it is required to have an ‘Accountable Body’ which is legally answerable for its activities.  This is Wiltshire Council which operates under a Plain Action / Wiltshire Council Partnership Agreement.  It ensures that Plain Action operates within the RDPE regulations and all legislative requirements, and it pays the claims from funded projects in the first instance.
